The shooting occurred in March 2023 in a busy mall parking lot in Tacoma. According to legal records, Kemp tracked his stolen cellphone using a location app and confronted the individuals he believed were involved. During the confrontation, shots were fired.
Kemp later claimed he acted in self-defense, stating that someone from the other vehicle fired at him first. He returned fire, but fortunately, no one was injured in the exchange. Surveillance footage and police reports supported the claim that Kemp fired after exiting his vehicle.
Although no firearm was recovered from the other vehicle, a holster was found inside. Kemp’s stolen items were later located nearby.
